Enable Monaco automaticLayout (#21515)

Enable
[`automaticLayout`](https://microsoft.github.io/monaco-editor/api/interfaces/monaco.editor.IDiffEditorOptions.html#automaticLayout)
for monaco so it can reflow itself.
