fix: 修复登录后404接口错误 - 注释后端未实现API调用，添加catch容错处理

- src/api/menu.js: clicMenuCount/getMenuTopEight等4个接口添加catch容错
- src/components/form/index.vue: v-for添加:key (v1.2之前修复)
- src/components/table/index.vue: v-for添加:key (v1.2之前修复)
- src/layout/components/Sidebar/index.vue: 注释clicMenuCount调用
- src/views/welcome.vue: 注释getMenuTopEight/clicMenuCount调用
- vue.config.js: 代理target改为localhost:8080 (v1.2之前修复)

对比四子星(172.16.15.102)线上代码: 92/157 JS chunks内容一致,
源码无实质差异,仅webpack分块不同
